This strat works regardless of the Bullet Bill luck, although it may be necessary to take off late or briefly regrab B after taking off in order to avoid a late bullet.

No Wall Rub
The bullet bill only shoots at discrete times at the beginning. Start holding right some time slightly before the timer ticks over to 299. If the first jump doesn't get the takeoff, just eat the koopa and take off on his platform.
