NOTE: Entering the dry room in this level only saves time if you use the cape to grab the shell to make you swim faster upon exiting the dry room. It's is inadvisable to enter the dry room if not grabbing the shell.
Normal Exit
Cape Categories
Spinning the fish while holding the shell is based on the cape framerule. The first two fish after the pipe can be spun without losing the shell so long as mario doesn't rub his feet on the floor after the pipe. The 3rd fish can be spun after a quick left/right, or swum over entirely.

No Cape, No Starworld
Make sure to not hold right for the final fish. If killing it without getting hit is too hard, doing something akin to the small strat can also work.

Secret Exit

The 3rd fish can be spun after a quick left/right, or swum over entirely. After hitting the p-switch, if you didn't do a left right earlier, briefly rub mario's feet on the ground in order to give the best chance of not losing the shell to the remaining fish.
