Room 1
It doesn't really matter how this room is played, flying makes it a bit easier to avoid taking damage.

Rooms 2 & 3
There are many ways to play the second room of this stage, the ones below are ordered by difficulty.
Safe but Slow
This strat is quite slow, but very consistent. It is much faster if you release jump just before bouncing on the third podoboo, however sometimes mario won't hit the podoboo, and releasing jump in this case will cause mario to get hit by the sawblade.

Consistent Strat
This strat is a bit more difficult than the one below, but isn't affected by the inconsistency of the third podoboo.

Rooms 2 & 3
The jump onto the podoboo and the jump to the wall triangle are quite precise. If these are too difficult, just wait out the podoboos and the saws and do the rest of the level as shown.
