This can be used for 96 exit. You use the fire flower for boss fights later. If you don't pick it up here, you can get it in Groovy.
Fly to max height, and release jump when the slope in the terrain ends, as shown in the picture below, to get through this narrow section under the pipe without losing speed.
No Cape
If you want to be safe, you can bring the P-switch, or grab a shell, and throw it at the first 
block after the yellow pipe for a star.
